No, you're correct in that is hits at least one stop (sometimes 2 or 3) so you need to keep that in mind. Also keep in mind that, depending on the direction of the sun in the framing, there might not be any polarizing effect at all. I recall too, a polarizing filter reduces the amount of light hitting the sensor by at least one f stop, and in some cases as much as two f stops.

There are loads of different filters for different effects, so get a few and experiment.
