I've been out of the fps arena for a long ass time and after playing a few matches I realised I have never sucked more. I've been in desperate need of a new mouse (OEM optical with a dell pad) so I just ordered an mx518 and a func pad. That should help my speed and precision but are there any videos or tutorials or anything I could check out to pick up better technique? Or is it basically just practice, practice, practice?
(Yes, I know how to strafe jump and rocket jump. Plasma climbing on the other hand I suck at.)

Tons of things you can try. Get yourself a tweaked config and settle into it, start playing duels and making sure you play people who beat you (but not absolutely smash you) etc etc.

watch demos (cached, c58, etc) and pay attention to item control and positioning.
cyberfight has a huge archive of pro configs. i think z4 and socrates have ones that are pretty simple to figure out/tweak. i'd give you mine, but it's a damn frankenstein at this point. the only thing that can help aim, especially while moving, is practice, but positioning will help, too. people forget that a big advantage fatal1ty exploited in early q3 (and in other games) is just knowing the maps better. if you can figure out where someone's going and beat them there, then you can damage them with less risk. great movement, great timing, and quick thinking can beat superior aim.
