/rate 8000
/cl_maxpackets 80
/snaps 30

get all-seeing eye and find servers that are closer to you. only other solution is to change ISP's... ping is almost entirely dependent on the routing of your network, as in how many meters of cable your signal has to go through between you and the server. once you've checked the basics (no kazaa running in the background, no bad wires/connections) you're basically SOL.

shouldn't his rate be higher i.e. 25000?

Yep. Even budget DSL should easily be able to handle 25,000 bytes per second. It will be capped by the server at any rate (usually 10,000 to 15,000). PS: you might want to try setting cl_maxpackets to 125.

a good connection don't duplicate packets "0"
a bad connection where packets are lost use "1" so they can be resent

btw ping is ping .. not much you can do.
what people have posted is settings that match you upload/download rate and type of connection.
the ping displayed in quake3 is flawed
