Need Help with server setup - Please Reply!

Hi all,
I've gotten back into playing Q3 with my brothers. We play on a lan with 2 comps. Our favorite mode is team death match. There are a few alterations I would like to make the the normal game. They are:

-20 players, 2 human, 18 bots
-Weapons stay
-Automatically balance teams

What can I do so that these parameters are set automatically when I create a server? Thanks for any help.
