server questions

How do I make my server appear ubove the thousands of servers (you know how the first 150 load up and thewn it takes about an hour for the rest to came up? How do I make my server one of the first that pops up? And I use osp, so If im running a dedecated server, how do i change vars and put in commands?

And how do I make sure my server is an internet server not a loacalhost server?

Can I use two mads at the same time? EG: OSP and unlagged?

And I know everyone uses osp, but /weapon_have is stumping me.
How do I have multiple weapons? Like If you wanted your users to have a plazmagun, youd put in /weapon_have 64 into the command line. But if i wanted my users to have both the railgun and the plazma gun, would i add the two bitmasks together? EG: /weapon_have 89?

wait, i got the inputting commands thingy. But how do I say things to my clients? You know how it says "server: hello my clients!!!

from my experiance from php, echo works, lol i keep on telling my clients im tire god and whaen i get angry i turn up the gravity and whaen im happy i turn it down ]echo dont make me angry!!
