I have this image that I am trying to resize to icon size. It has a transparent background already and after resizing it to 65 pixels I get those small white spots around the edge no matter what setting I try. Any ideas?

as gif set the background to black

that is, set the matte color to the background color the gif will be on

The white spots are semi-transparent pixels. Use matte or remove them.

Try using nearest-neighbour resizing in stead of bicubic.
