Yes, you can run a 32 bit OS on a 64 bit system. I'm running 32 bit XP and 64 bit Vista on the same machine. You won't see any of the 64 bit advantages with a 32 bit OS though. Not that there's that many at the moment anyway.

Well I got back from the computer store.
I ended up spending $2,000.
Got a new case, motherboard, cpu, ram, video card & power supply.
Will put a list together shortly of what I bought.
They are going to put it together for me.it will cost $50 and they warranty it for a year.
