can outlook express or even office outlook synchronize the inbox /outbox whatever from one computer to the other?
if not is there any solid third part email program that can sync within the local network?
I know that you can probably go around all of this by accessing email on line but it is not a good solution for me.

Well what protocol are you using? I would assume POP3. I think you can set Outlook to not delete the messages from the server when you download them and then use purge to delete them when you want to.

that's not good enough read: I need the outgoing to be sync'ed too and any other folder setup that might have save emails in it etc

If you have Outlook (not express), you can make a "personal folders" file (New->Outlook data file) on one PC. Then share the folder it is in as a network share. In Control Panel, under Mail, set that file as the "deliver to" location.
On the 2nd PC, map a drive to the share on PC1. Then Open->Outlook data file. Once again, set that file as the "deliver to" location in CP.
This is not a 100% solution but is about as close as you'll get without hosting your own mailserver.

If your ISP supports IMAP mail transfer then it will do just what you want.
It's slow and fairly crappy IMO. Offline web services is just around the corner and that'll solve your 'webmail not good' issue if it's because you want to work offline.

I use a program called Synchpst. Works great in my opinion.
You can check it out here: http://www.synchpst.com/
