Gaming server startup through commands to desired IP?

Can anyone help how can I start game application and to the desired game server IP and Port through commands. i.e. whenever I want to start my application I can write command and each tym I want to connect to new(desired) server.

for example for counter strike command is
C:\Program Files\Conter Strike 1.6\hls.exe +connect 172.16.1.5:28760

if I write this on command prompt it starts game application and connect to my desired server for multiplayer game.

please help on this for Quake 3 Arena.
