Quake 3 was made back in the 56K world and most connections were not boardband. Whenever I connect to a server and I have to download a map, the max it gets downloaded at is about 15kb. How can I improve this?

I think the downloads are governed by the server. You could look in your settings and adjust it there. I'm pretty sure that, even in Q2, you can set it for DSL.

There is some fiddling you can do that might help (like /rate 25000; cl_maxpackets 125; snaps 125) but in the end, like Peenyuh pointed out, the download speed is imposed by the server. I usually disconnect and google the map. It's faster.
