I havent started SA yet, so I have no idea. But how much of that is the mod. I know this game is graphic, but this graphic???

It's not a mod.
It's a minigame rockstar implemented but decided to cut out at the last moment. It can be "hacked" back into the game.

It probably includes a custom skin, but yeah, everything else must have already been in place. The sounds and code I doubt were added. Not this quick.
