Building 7 was a government emergency control center according to Guiliani (in his testimony for the 9/11 Commission).
Luckily, FEMA had set up shop in NYC on Sept. 10, so they had a backup control center ready to go when building 7 collapsed unexpectedly.
The only official reason for its collapse is the same reason the towers collapsed - fire weakened the supports to the point that it fell under its own weight. There weren't any large pieces of the towers that hit it. It was farther away from the towers than the other WTC buildings that didn't have any damage.
