OSP is a modification that enhances Quake 3 rather than alter it. So you get the standard Quake 3 with a load of useful features bolted on top of it. More control over graphics (the heads up display, player characters, etc), more control over the game (warmup periods before match starts, extra options for voting changes). There's even an extra game type (Clan Arena) in there.
ASE (All-Seeing Eye) supports a lot of games and is used to find online games in progress. When you set it up, you'll just want to configure the options for Quake 3. Disregard all the other games and their options for now.
