FWIW the hyperblaster inflicts a similar level of damage.. something like 175 per second... if you can hit every round.. But with no spin-up time this makes the HB potentially more deadly at close range.
I think in the long-term they'll prove to be unbalanced as you've stated, but it's not yet become an obvious issue. I dont think many people are getting the FPS to be able to track at close range properly either.

It's due to a large number of factors - increasing fragmentation in the gaming community, increased numbers of would-be modmakers now gainfully employed in the industry, low return on investment in terms of the attention mods receive (again, high fragmentation).
The list goes on.

about the servers: its the opposite in europe.
i'm not sold on which is best but it seems NA server admins have taken it upon themselves to speak for the NA playerbase and followed the CPL when most of us haven't had a chance to sample both mods.
