I think they are referring to the huge MAC guns used by the UNSC ships and orbital defenses. You jump around on the outside of one of them on in the beginning of Halo 2.

The effect is really no different from using a high explosive, except that you won't need any explosives, it's just kinetic energy
if those calc's are true, then it would be somthing to debate, the wind resistance on the projectile alone would/should be enough to degrade it long before it hits anything other then the wind.
