Problems with Quake 3 in online

Trying to put rails and rockets in my server I wrote /exec server.cfg and my ping got higher like 657 to fix that I wrote /snaps 40,/cl_maxpackets 30,/rate 25000 and my ping continue be the same I tryed with Ccleaner,spybot, uninstall quake then reinstall and the problem continue Can somebody help me??

If I cant fix that I will reinstall windows..
