I am brand new to using this level editor and have used many in the past. Most of the editors such as Qoole I was able to move the brushes around but so far I can't figure out how to move them in this editor, or even select a brush. Does this editor only 'cut' or 'hollow' brushes to make levels? Any information will be appreciated.

GtkRadiant uses the same principles as Qoole, it's just that button combinations are different.
Some quick tips:
- Hold shift and click a brush using the left mouse button to select a brush.
- Once selected you can drag a brush around.
- Dragging the "outsides" of a brush resizes it.
- Press V to go into vertex editing mode.
- Press E to go into edge editing mode.
- Ctrl+Shift+LMB selects a single face of a brush.
- Esc deselects brushes.
