It is best to do so. I've had some strange occurances when not doing that.
I always uninstall via ATi's uninstall utility. Then restart. Stop it from installing new drivers. Run Driver Cleaner. Restart. Stop it from installing new drivers. Install from the latest .exe, with the old control panel, not CCC.
