I've found 16bits to help on q3, window mode doesn't affect fps, or does too little to notice (e.g. it may affect performance a bit if the rest windows animate or sth and are visible, but even then, slightly). it may not run on 16bits though, not sure. at least doom3 here on linux required 24. quake...

do we get a ups meter in q4base?

I wanted to try some tricks and see if there are differences from q3.

this game has ragdoll physics and stuff, so it may have differences in that

ps. don't try to script it, movement on air sometimes has to be slow. cars have breaks too, etc.

the problem with 56k modems is mostly their latency (lag, ping).

they may offer very low bandwidth but the bitch is their latency is very high even on servers that are next door, or on the same isp a block down the street.

they would do 1vs1 moderately nicely if that wasn't the case.

I think the most magical cvars for crappening the view and getting decent fps on slow cards are image_downSizeLimit, image_downSizeBumpLimit and image_downSizeSpecularLimit. upsetchaps had those for the slowest cards at 256 and 64 or sth. some people post screenshots that have them at 16 and 2 or so...
