Don't think there's any way you're gonna do that without some form of mod.

Abusing the nextMap cvar looks about the simplest way of doing it, but I can't think of any way to set that from a level.

I'm a little out of the loop too though, so I could be wrong ;)

Polycount (the site not forums) went right down hill as soon as id software made it retardedly hard to use custom models in games... Quake 3 sucked ass for it, and Quake 4 is even harder... It is the equivalent of the GDF sniper rifle, with a slight twist, but for all intents and purposes you can just think of it as a sniper rifle. You will *NOT* be bunnyhopping around with it and picking people off with it with snap shots.

It can be useful for tracking down issues when you have some compiled release code, and the source, but no pdb/whatever to match them up, as you can at least try and work out which registers are storing what, etc, but actually writing something using it... bleurgh.
